Public Service Administrator III
This position exists for the K-State Salina Campus to manage the budget and all financial aspects of the Aviation Department which includes setting flight fees and schedule of charges fees, completing grants paperwork and annual budget. This position also makes recommendations to the Aviation Department Head regarding management and procedural changes to improve efficiencies and staff effectiveness. Oversees the appointment of temporary faculty, students, and classified employees. Supervises the flight operations areas that operate seven days a week, up to 18 hours per day, to include managing multiple student employees, managing flight dispatch and check-in of flights and the Flight Services and Aviation Maintenance Storerooms. This position oversees most of the day to day, non-academic functions of the department to free up the Department Head to complete other tasks such as fund raising and grant development.
This position must complete Kansas State University’s Introduction to Supervision training within the initial probationary period.
Two years of experience in providing direction necessary to implement the objectives of an agency, program or organizational unit. Education may be substituted for experience as determined relevant by the agency.
Education or experience to equal 5 years or more in: accounting, the aviation field; financial analysis, budgeting & reporting.
Education or experience to equal to two (2) years or more: in analyzing potential software, implementing new systems, training & overseeing other employees in the use of those systems; completing federal grant paperwork including knowledge of OMB Circular A-110 & A-21; making recommendations for improvement & implementing policies & procedures.
Knowledge in flight operations & general aviation background.
Ability to use software, specifically Microsoft Office and Total FBO
Ability to maintain confidential information
Proofreading, editing, attention to detail and ability to interpret & explain technical information and regulations

Ability to establish & maintain effective working relationships with a diverse group of individuals

$1,772.80 to $1,909.60 Biweekly *** DEPENDING UPON QUALIFICATIONS (DOQ) *** This is an exempt position.
